Eficienţa unei organizaţii depinde de valoarea resurselor umane care pun în mişcare mijloacele materiale, tehnice şi financiare disponibile. Pornind de la acest considerent, construirea structurilor de personal corespunzătoare poate constitui un factor asigurator pentru menţinerea pe piaţă a unei organizaţii angrenate într-un proces concurenţial permanent.
